Successful launch for Hispasat 30W-6
March 6, 2018 11.24 Europe/London By Chris Dziadul
Hispasat has successfully launched its 12th satellite Hispasat 30W-6 from Space Launch Complex 40 (SLC-40) at Cape Canaveral Air Force Station in Florida atop SpaceX’s launch vehicle Falcon 9.
From its orbital position at 30 degrees West, it will replace and broaden the capacity of Hispasat 30W-4.
Hispasat 30W-6 has 40 Ku-band transponders, up to 6 Ka-band beams and 10 C-band transponders.
It has beams aimed at the Mediterranean, Europe, Spain, northeast Africa and the American continent. It also increases the operator’s offer in Ka and Ku bands, and incorporates a new C-band beam with Pan American coverage.
This configuration enables Hispasat 30W-6 to contribute to the reduction in the digital divide in North Africa, Latin America or the Iberian Peninsula. It will offer better services, including the distribution of audiovisual content in Latin America, enabling access for over 50 million users through their audiovisual distribution platforms.
Hispasat 30W-6 is the fourth satellite of the Hispasat fleet to be built by Space Systems Loral using its 1300 platform and involved the participation of Spanish companies for the manufacture of several components and development of the ground segment: Thales Alenia Space España, Airbus D&S España, TRYO Aerospace, DAS Photonics, Iberespacio, GMV and Indra.
Commenting on its launch, Carlos Espinós, CEO of Hispasat, said: “this new satellite will allow us to meet the growing connectivity demand detected in the market. In the hyperconnected world in which we live, access to quality broadband is an essential need for economic, social and even personal development, and this satellite fulfils this need in places other technologies cannot reach. Hispasat 30W-6 allows us to broaden capacity and services, while completing the current phase of the company’s growth plan”.

NCTA’s Powell calls for regulation of tech giants
March 6, 2018 12.12 Europe/London By by Robert Briel at the Cable Congress in Dublin
WATCH VIDEO. “We should start regulating the big tech companies,” said Michael K. Powell, president and CEO NCTA, “We should reject the fairy tale stories of ‘do no evil’.”
In an aggressive speech at the Cable Congress in Dublin he called for fairer regulation of the internet – not just focusing on network companies but including the giant tech companies .
The power of the new tech companies such as Amazon, Apple, Facebook and Google is enormous. They are not competing in the market, “they are the market”, as The Economist wrote.
When a competitor shows up, they just buy it.
These companies have a market cap of $2.8 trillion, the GDP of France, while enjoying a light regulatory touch.
“We do need to start policing their behaviour, they have become too large and too indipensible not to do anything. Only they can address the issues around election fraud and sexual exploitation, while privacy remains an issue that they will not fix from within.

Cyfrowy Polsat to appeal tax decision
March 6, 2018 12.20 Europe/London By Chris Dziadul
Poland’s leading pay-TV operator Cyfrowy Polsat has decided to appeal against a tax liability demand of PLN24.2 million (€5.8 million).
In a statement, it says that it relates to uncollected withholding corporate income tax in 2012, increased by interest on tax arrears. Cyfrowy Polsat adds that the demand was made on February 15 by the head of the Malopolska Customs and Tax Office in Krakow (“Tax Authority”).
The Tax Authority challenged the company’s right to an exemption from the obligation to withhold income tax on certain interest payments effected in 2012.
Cyfrowy Polsat says that the decision is neither final nor enforceable.
It will appeal against the decision of the Tax Authority on the basis of possessed opinions issued by renowned entities. At present, Cyfrowy Polsat does not intend to create any provisions encumbering its financial results.
Significantly, the Tax Authority is also looking at the years 2013 and 2014. This could result in an additional demand of PLN35 million, increased by interest on tax arrears.
Separately, the Polsat Group has announced that its Q4 2017 results will see an increase in the value of the item “Deferred income tax liabilities” in the consolidated balance sheet as at December 31, 2017 by around PLN 144 million.

Cable CEOs look for increases in scale
March 6, 2018 12.34 Europe/London By Julian Clover, Cable Congress, Dublin
Who would have thought that a CEO panel at Cable Congress would be talking about increasing their footprint.
But in Dublin exactly that took place and from unlikely quarters.
Robert Redeleanu, CEO UPC Romanian and UPC Hungary said parent Liberty Global was busy building out and had added half a million homes across five countries. Scale, said Redeleanu, is becoming more important. “Eastern Europe is still very fragmented and while the need to consolidate is still there, it’s less obvious.” In addition to the rollout and upgrade of broadband services, Redeleanu was also studying other markets where mobile services could be launched.
Tony Hanway, CEO, Virgin Media Ireland said the resurgence of the Irish economy and brought dividends for the operator. “Telco growth is inextricably linked to GDP performance,” he said, going on to describe how the company has successfully bid for funds from Liberty Global CEO Mike Fries that had also enabled new build. Broadband has been ‘rebranded’ as Wi-Fi as that’s how the customers in Ireland describe it and with that 75 per cent of the installed base has the latest modem capable of running the operator’s fastest speeds.
The rebranding to Virgin Media was, said Hanway, the biggest thing that has ever happened in Irish cable.
As ever attention turned to Manuel Cubero, Chief Commercial Officer, Vodafone Germany and the possibility of consolidation with Liberty Global. Unsurprisingly, he made little comment other than to point to the advantages of ever-increasing scale. “From an industry perspective it makes sense, look at China they have just 3 operators, so there is a logic to it.”
Cubero said the integration of Kabel Deutschland and Vodafone has gone better than we expected. The company continued to welcome allcomers to the platform, including Netflix, Maxdome and Sky. Whilst Sky wasn’t competitng in broadband it made sense to work with them on the distribution of the Bundesliga over Sky Sports and the company would not put in its own bid.
There were plans for the rollout of gigabit broadband in two cities in May.
Timm Degennhardt, CEO at Telecolumbus, the German operator that is currently rebranding as PŸUR, said his company was undergoing a significant amount of change following the integration of the local companies. Although relatively small any combination between Vodafone and Liberty Global brought opportunity, particularly as the result of any mitigation brought by regulators between what Degennhardt described as “two giant companies”.

Anevia acquires Keepixo
March 6, 2018 18.19 Europe/London By Robert Briel
Anevia, a provider in OTT and IPTV software solutions, has agreed to acquire French-based video compression software expert Keepixo.
Specialising in the development of video compression software for TV operators, Keepixo’s existing solutions, sold to more than 150 clients worldwide including ZDF, Altibox and Media Broadcast, enable live or near-live broadcasts for multi-screen TV. Previously, a strategic partnership between the two technology companies was announced to utilise this software and provide operators and broadcasters with a ‘one-stop shop’ ultra-low-latency delivery solution for UHD content in OTT environments.
The acquisition will now enable Anevia to offer operators and broadcasters a new, end-to-end encoding, transcoding, storage, packaging and delivery solution that will notably comply with new quality standards, such as 4K HDR and HEVC, all under one name.
“It’s a truly exciting time for Anevia following the acquisition of Keepixo. With the recent addition of CMAF for ultra-low-latency, Content Aware Encoding and Virtualisation, Keepixo products are amongst the best solutions for OTT encoding and are a perfect match with Anevia’s existing portfolio.” said Damien Lucas, CTO and co-founder, Anevia.
“Having worked with Anevia on different projects for over 10 years, the synergy of the companies will open up exciting opportunities for us to create more market-leading solutions, drawing a new roadmap of products for Anevia’s future,” added Jerome Blanc, COO, Keepixo.
“We are very pleased to integrate the new Anevia group and proud to bring in additional competencies.”
With this acquisition, Anevia will add Genova ultra-low-latency OTT encoders to enlarge its product range of OTT delivery software. The recently updated Flamingo head-end will also benefit from Keepixo’s expertise to power its multiscreen capabilities.
“Moving ahead, we’re looking forward to bringing both Anevia’s and Keepixo’s existing customers a comprehensive and competitive end-to-end OTT solution. By adding video compression software to our existing catalogue, we’re also able to start looking at our next steps, which include the new challenges of live event OTT delivery – such as latency and peak management – as well as Just-In-Time Transcoding for CloudDVR and Edge Transcoding for next generation CDNs.” concluded Lucas.

BBC Three receives £10MN programming investment

Joseph O'Halloran
| 07 March 2018

The turnaround in BBC Three's fortunes two years after it was dropped from the corporation's broadcast grid continues as the online channel has now received an additional £10 million investment to launch a new editorial pillar.

In its time, the channel has discovered its true identity and become the home for popular dramas and comedies as well as cutting edge documentaries covering subjects dear to the heart of its young audience base.

When BBC Three moved online in 2016, it organised its commissioning activity around two editorial pillars - make me laugh and make me think - which BBC Three says has seen it achieve success with a raft of award-winning shows such as Fleabag, Murdered By My Father, People Just Do Nothing, Murder In Successville, American High School and Sex, Drugs And Murder: Life In The Red Light Zone.

Under the new pillar, BBC Three will extend its focus and adds that it will be on the look-out for it what it calls 'ideas with feel-good, entertaining propositions at their heart that celebrate and unite young people and get them talking.' The new pillar is intended to inject a different tone to BBC Three and provide more creative opportunities for programme makers to connect with young audiences in addition to the original offers.

Commenting on the move, BBC Three controller Damian Kavanagh said: "This is an exciting creative moment for the channel and the production community as we are broadening the scope of our commissioning. We have received extra investment in recognition of the great work we have been doing since moving online and we have ambitious plans for the next stage of our journey. Our aim is to bring a new spirit to our content which celebrates young people and their passions by commissioning new, innovative, contemporary takes on fact-ent, formats and entertainment which will unite and inspire our young audience."

Among the new programmes that will be seen on BBC Three in the coming months will be Phoebe Waller-Bridge's new writing project Killing Eve; new films from Stacey Dooley that look at 'punishment' attacks in Northern Ireland in Stacey Dooley Investigates: 'Punishment' attacks - Shot By My neighbours (w/t); and the people preparing for the end of the world (Stacey Dooley Investigates: Preparing For The End Of The World) and a film from Annie Price, presenting her personal story of becoming a mum for the first time.

SES aims to optimise events and news broadcasting with OU Flex
Details
Editor
| 07 March 2018

SES has unveiled a new product designed to enhance occasional use services, aiming to tap into a trend towards the need to handle multiple video formats for distribution on multiple platforms and gain access between locations.

The satellite operator believes that its new OU Flex can transform the traditional one-way feed for video broadcast into a two-way connection between the site and the studio, providing more flexibility to broadcasters and SNG (satellite news gathering) operators to facilitate remote production and distribute video content to online platforms.

OU Flex combines live video transmission and IP connection via satellite to enable both video and data applications. While supporting live video distribution as a priority, the OU Flex solution also provides IP connectivity to enable the simultaneous use of multiple data applications - including connections to a corporate network, emails, web browsing, video file transfer, as well as feeding live video content to social media, or streaming live video content online.

The OU Flex solution also integrates the Newtec Dialog platform, which enables SES to deliver dedicated, reliable connections to broadcasters for video and data transmissions. By allocating bandwidth dynamically, SES says that it can provide high throughput, seamless connectivity, regardless of the number of reporters and users relying on the network at the event.

This means that to benefit from the platform, broadcasters already equipped with an SNG truck or fly-away solution only require an OU Flex broadband modem, thus reducing the necessary investment compared to other technologies. Once equipped, video customers can choose to transmit via the SES teleport and rely on SES to manage all traffic going over the satellite and get a dedicated and secured link between the hub and their studio.

"Live event and breaking news coverage today poses multiple challenges in meeting viewer expectations. Viewers demand instantaneous access to information, high picture quality, and the ability to watch video content anywhere, on any device. OU Flex is the ideal solution to help broadcasters address those needs," explained Steve Bisenius, vice president, regional sales engineering, SES Video.

"Combining the best of the video and data worlds, OU Flex provides the reliability needed for seamless live broadcast in high quality and the IP connection required to exchange information as well as stream video content online. OU Flex optimises the way live events can be delivered, enabling broadcasters, event organisers and content creators to focus on growing their business and offering the best possible experience to viewers."

Telenet buys up De Vijver Media

Telenet buys up De Vijver Media
March 7, 2018 10.52 Europe/London By Chris Dziadul
Telenet has agreed to buy the shares in De Vijver Media currently held by Mediahuis NV
(30%) and Wouter Vandenhaute and Erik Watté – Waterman & Waterman NV (20%).
As a result of the deal, the price of which has not been disclosed, it will become the sole owner of De Vijver Media.
Alongside the transaction, through a 50/50 joint venture, SBS Belgium and Mediahuis are setting up a sales office that will provide commercial partners with online video solutions and cross-media options.
The transactions are now being notified to the competent competition authorities for approval.
Commenting on these developments, John Porter, CEO Telenet, said: “We are pleased to be able to take this next step in our ‘connected entertainment’ strategy. As the owner of a production house with strong local roots and a number of thriving commercial channels, Telenet can speed up the realization of new viewing experiences, and respond to the new ways in which media are consumed. At the same time, this will permit us to focus even more and even faster on innovation. It is thereby still our ambition to work together with all the players in the Belgian television and entertainment sector, and to ensure that the viewer can continue to enjoy top local content. In addition, I am also pleased that Wouter Vandenhaute will continue in his role as chairman of thebBoard of directors of De Vijver Media, and use his extensive experience to help guarantee continuity.”
Gert Ysebaert, CEO Mediahuis, added: “Mediahuis has experienced rapid growth in recent years, and has developed into a multimedia group. As the largest publisher in Belgium and the second largest publisher in the Netherlands, we have strong ambitions for the further digital expansion of our activities. The sale of the 30% stake in De Vijver Media should therefore also be seen as a clear decision to focus on the further strengthening of our Belgian-Dutch organization in the coming years, combined with the digital development of our media and services. In line with this digital strategy, the enhanced partnership with SBS will enable us to further strengthen our position within the rapidly evolving online video market, and to offer advertisers high-impact cross-media options. At the same time, we are convinced that Telenet is the most appropriate party to give SBS additional impact within the challenging and quickly evolving television landscape.”
Wouter Vandenhaute continued: “Telenet is becoming the full owner of De Vijver Media at exactly the moment at which both the company and the Flemish media landscape find themselves at a crossroads. Five years after the launch of Vier, SBS has consolidated its place as the third local player, along with VRT and Medialaan. Woestijnvis has been extensively rejuvenated, but, after 20 years, still remains the reference among the Flemish production houses. The dynamics between Public Broadcasting and two local commercial players over the past years ensure top television content for the Flemish viewer on a daily basis, and provide great opportunities for creative minds. At the same time, the audiovisual sector is facing challenges, partly because of the rapidly changing viewing behavior. The full acquisition of De Vijver Media by Telenet is the best guarantee for a successful future. Telenet has the resources and the knowhow to guide SBS and Woestijnvis through this changing landscape. Local content is the motive and the essential purpose of De Vijver Media, which also happens to be the reason Telenet entered this scene three years ago. The fact that Telenet is now increasing its stake to 100 percent is an indication of its appreciation, and a recognition of the performance of the past years. For me personally, as a shareholder, I have mixed feelings about having to let go of the dream we started with in early ’97. It is goodbye, but not a farewell, because I want to continue to play a part in this new story.”
Telenet has emphasised that the acquisition of De Vijver Media will not lead to a change in the agreements that were entered into with other TV providers today.

Germany rolls out TV broadcasting via 5G trial
March 7, 2018 10.55 Europe/London By Jörn Krieger
A test site for TV broadcasting over 5G networks is being set up in the Bavarian Oberland region as part of research project 5G Today.
Under the leadership of the German Institute for Broadcast Technology (IRT), project partners Kathrein and Rohde & Schwarz are investigating large-scale TV broadcasts in the Further evolved Multimedia Broadcast Multicast Service (FeMBMS) mode over 5G networks.
The project is supported by associated partners Telefónica Germany and Bayerischer Rundfunk (BR), the Bavarian affiliate of German public broadcaster ARD. BR is operating the 5G FeMBMS broadcast network as a test site at its transmitter locations.
The introduction of 5G could open up a worldwide market with millions of smartphones and tablets acting as potential TV receivers able to combine live TV services, media libraries, social networks and many other media services, according to the project partners. With the cooperation of European broadcasters and industry players, international standardisation work to enable efficient broadcasting in large 4G and 5G networks was completed in June 2017.
“Together with EBU, BBC, RAI and SWR and industry partners, we have defined the broadcasting requirements for 5G and successfully incorporated them in the international standard,” said Jochen Mezger, General Manager, Business Area Network Technologies at IRT. “Requirements include a 100% broadcasting mode and increased channel spacing. We are pleased that the 5G Today project allows us to implement and evaluate standardisation results at a test site.”
Large and smaller transmitter cells are combined to create a large coverage area. The first test broadcasts using TV signals are expected to take place at the end of 2018. They will be simultaneously broadcast on channel 56 from the BR’s Wendelstein transmitter site (pictured above) and other locations in the Munich area. Until then, components for transmission and reception will be developed and installed, and theoretical studies and preliminary investigations will take place.
Professor Birgit Spanner-Ulmer, Director Production and Technology at BR, said: “With the development of 5G, the standard approaches the classic parameters of a broadcasting system which will enable widespread and economic distribution of television channels. We welcome the opportunity offered by the 5G Today project to test the network of the future with our existing broadcasting infrastructure.”
Jaime Lluch, Director Radio Access Network at Telefónica Germany, added: “As a global network operator and a member of the Next Generation Mobile Networks (NGMN) Alliance, we want to support testing of media content distribution over modern and converged 5G networks. That’s why, if needed, we will give 5G Today another 700 MHz spectrum, one of the 5G frequency bands prioritised by the EU Commission.”
Manfred Reitmeier, Senior Director of R&D Transmitter Systems at Rohde & Schwarz, explained: “The 5G standard offers a unique opportunity to intelligently link the strengths of broadcasting transmission with the extensive opportunities in mobile communications. We are actively involved in this groundbreaking research project, contributing our leading technological expertise in terrestrial transmitter technology and mobile communications T&M technology in order to create the basis for efficiently transmitting media content to mobile and portable devices.”
Ralf Exler, Head of Innovation Management at Kathrein, feels that this project plays an important role in the convergence of broadcasting and mobile communications: “Young people in particular want to receive broadcast content on all user devices. The new standard brings the convergent network a little bit closer.” Customers do not have to worry about how they receive the content they use. “In 5G Today, we will be optimising the antennas and network parameters in the field and conducting test drives in order to be able to offer innovative technology to our automotive customers.”
The 5G Today research project will be funded by the Bavarian Research Foundation over the course of 28 months.

German TV drives RTL business
March 7, 2018 11.10 Europe/London By Chris Dziadul
Mediengruppe RTL Deutschland and FremantleMedia were the main contributors to RTL Group’s profit growth in 2017.
Latest results published by the company show that the former generated record earnings:, with EBITDA growing by 3.5% to €743 million (2016: €718 million). This was mainly driven by higher TV and digital advertising as well as platform revenue, despite the challenging environment in which the German net TV ad market was down.
Meanwhile, the EBITDA of FremantleMedia, RTL Group’s global content production arm, increased to €140 million (2016: €129 million), reflecting higher profit contributions from the businesses in North America and Europe. The EBITDA margin improved to 9.5% (2016: 8.6%).
On the other hand, Groupe M6’s EBITDA was down to €389 million (2016: €400 million), mainly due to the positive one-off effect from the gradual phase-out of the M6 Mobile contract in 2016. Adjusted for this effect, EBITDA was up 9%. The French TV advertising market was estimated to be stable year-on-year, with Groupe M6’s channels outperforming the market.
At the same time, RTL Nederland’s EBITDA was down to €87 million (2016: €96 million), due to lower advertising revenue and higher investment in the SVOD platform Videoland.
RTL Group’s revenues increased by 2.2% in 2017 to €6,237 million, while EBITDA reached a new record level of €1,464 million (+3.8%). Net profit was €739 million (+2.6%).
Commenting on the results, CEO Bert Habets said: “This set of strong results shows that we are in an excellent position to write the next chapter in RTL Group’s success story. To succeed in this mission, we have to go back to our roots, to re-invigorate RTL’s pioneering spirit – one of taking calculated risks, putting consumers first to maximise the time they spend with our content and sharing best practices and business opportunities across our group.
“While we have a highly profitable, cash-generating core business in TV broadcasting, growth in our ‘Total Video’ industry mainly comes from non-linear or streaming services. To tap into this significant growth potential, we will increase investment in our on-demand services in the countries where we have strong families of channels. The launch of new services in Belgium, Hungary and Croatia over the next few months – all based on the French 6play platform – is the first example. We will also continue to build and develop our multi-platform networks and our investments in ad-tech.
“FremantleMedia will continue its successful push into high-end drama production, in all key countries. And with this push, also the streaming platforms become meaningful clients for FremantleMedia as recently demonstrated with American Gods and Deutschland 86.”

Cable showing subscriber declines, but revenue increases
March 7, 2018 11.34 Europe/London By Julian Clover, Cable Congress, Berlin
More European cable markets saw an increase in subscriber numbers than a fall, but overall there was another year-on-year aggregate decline in subscriptions.
Data released by IHS Markit for Cable Congress suggest the decline is not indicative of cord cutting as rival platforms continue to pick up subscribers.

“Virgin Media in the UK added more than 100,000 TV subscribers in what’s a very mature TV market, but Europe as a whole saw a total decline that applies both within Total Europe and the European Union,” explained IHS Markit’s Ted Hall. “It’s slowly reaching the conclusion of the analogue switchover, so there’s fewer analogue subscribers to lose to other platforms.
But the subscriber losses do not tell the whole story with digital subscriptions leading to an increase in ARPU.
Broadband is also firmly set as cable’s star performer. Cable Internet subscriptions increased in all but three of the European markets over the last year. Next generation access services are also performing strongly for cable, though increased competition has pushed its share down to 26 per cent from a third in previous years.
Among the video services with a 46 per cent share, Netflix now has more subscribers than any of the big European players, with Amazon Prime also ahead on 16 per cent. However, Hall points out that such subscriptions are far less than the traditional pay-TV subscriptions.
When it comes to revenues Sky takes 26 per cent of total revenues, followed by Liberty Global on 13 per cent and Netflix on 6 per cent.

Paramount+ could extend outside Nordics
March 7, 2018 11.47 Europe/London By Julian Clover, Cable Congress, Dublin
Viacom’s executive vice president managing director for VIMN UK, Northern and Eastern Europe says its Paramount+ VOD service launched in the Nordics last October could act as the template for future VOD services in other markets.
“I think the application of Paramount+ will vary from region to region. It’s worked in the Nordics, it’s a kind of a pilot project there, but I think that kind of bundling of our adult brands as Paramount+ is hopefully something that will be seen in other markets, James Currell told Cable Congress.
Paramount+ offers the first pay-TV window for new releases, alongside classic films and more than 800 episodes from Viacom-owned networks MTV and Comedy Central. It is available to premium subscribers of platforms in Denmark, Sweden and Norway.

March 7, 2018 15.58 Europe/London By Jörn Krieger
Germany’s Federal Network Agency has no objections against Deutsche Telekom’s new mobile phone tariff offering unlimited data volume despite a clause fixing the data allowance in other EU countries at 23 GB per month.
“In principle, companies have the option of restricting the domestically unlimited data volume when it is used in other EU countries,” a spokesman of the regulatory authority told Broadband TV News. He added that, after an initial cursory examination, the authority considers the product to be in accordance with EU roaming rules.
The new MagentaMobil XL tariff Deutsche Telekom unveiled on March 6, 2018 comprises unlimited data volume within Germany. However, when the customer travels to other EU countries, the data volume is restricted to 23 GB per month.
“After use of the 23 GB, Deutsche Telekom is entitled to apply a surcharge of €6 (net) per GB with 1kb accuracy. The customer must explicitly confirm the continued use at http://pass.telekom.de,” a Telekom spokesman told Broadband TV News, adding that this practice was based on EU regulation regarding the appropriate usage of regulated roaming services.
The zero-rating option StreamOn Deutsche Telekom introduced almost a year ago, is, however, encountering resistance from the Federal Network Agency. The regulator prohibited parts of the service on the grounds of violation of EU roaming regulations and net neutrality. The decision is not yet final; Deutsche Telekom appealed against it.
